Hi Marco. This is Jay writing back to you. All three of those choices work, but I would say, "Have you installed the necessary programs to allow your new laptop to operator properly." So 'programmes' is perfectly OK in British English, but 'programs' is American English :-) And the preposition 'to' before 'operate' is necessary, and i added the adverb 'properly' to further explain what I was asking.
