Usually, when the base is wide we use 'high', and when it's not we use 'tall'. High mountain, high wall, high fence. Tall glass, tall tree, tall grass.

There is technically no difference in meaning, however, “elder” is more formal. You wouldn’t hear people say that much. Typically when we DO hear people say the word “elder” they are talking about people in the 65+ age range. For example “Nursing homes take care of elderly people” Some restaurants have “Elderly Discounts” Where people 65 and up eat for cheaper
