My theory is that the company in charge of the English dub spent their budget at the strip club, then pooled whatever spare change they had left and asked all the junkies and bums in the back alley if they wanted to make a few bucks

They paid a bit more for the british sounding one that actually sounds like he's had an acting lesson. I think the Fandora dub was made by a mail order company so their budget was already pretty small, this is also not the only one like this, they had other anime just as obscure as this one dubbed including an anime called Leda

The original (subbed) version is different, which is weird Que is not referred to as "kid", but as a "man" (which is odd considering the Que in this one sounds older) Gilsburg is explicitly referred to as "Pope", but in this, all mention of religion (and how he forced his religion on Lem) is gone
