But before opening the seal pot plug ....what valves need to close ?

Close the isolation valve that connects at the boiler drum to isolate steam pressure and bleed steam pressure before opening the seal pot

Lecky how can we ensure transmitter is giving correct signal or not?

You must connect the a multimeter in the transmitter in series connection and set to milliamps. When the water is empty, your reading is 4mA. In middle level is 12mA and full is 20mA.
