Enhance ENP-7660B Fan controller bypass modification (Silverstone FX600)

How a simple solder join can allow you to run a fixed 12vdc to the fan header all the time.
Why? Sometimes in SFF we arrive at a conclusion where we want maximum cooling for minimal thermals for the overall system. Such is the nature of the beast on occasions. This mod delivers just that and is easily reversed by desoldering the link.

My 7660B makes really loud coil whine when I turn on the A/C. Would an automatic voltage regulator helps with this issue? It happened before with other bigger power supply before this and it at some point just disappear. But this 7660B coil whine is really something else. Sorry for the non related question as I don't know where else to ask this.
