Q1 Is very situational. Do you intend to use the same CV every match? If there is only 1 DD and it's a kleber or 'backline' DD, do you go hunt it? What about player skill vs your DDs' player's skill? Ultimately, the best course of action is to use the CV you have in the most efficient manner possible. For Q2, Midway is undoubtedly the best CV when it comes to hunting DDs at TX. Then Audacious.
