I do have a video showing how to generate an IDF table, and it's based on 24-hour data: kzbin.info/www/bejne/fHW6m6ZohbWthdk With the data you have, it seems like "Pivot Tables" in Excel could get the job done, without needing to use MatLAB. Pivot Tables would allow you to calculate totals by different durations (e.g., 15 min, 30 min, 60 min, etc.)
