what if your export is not lining up. How do you add the adjustment factor to your file?

You will need a Bentley Map license in order to change or create a new Projection. I would try another projection from the library list. If it is landing in the right X,Y location but not in elevation then go to the Google Earth settings in MicroStation and change the 3D Section to Flatten to Ground instead of Relative to Ground.

what if i want to capture 2d maps to place under my alginemnt. i just want to line everything up...exising pipes, etc..

Use a 2D file to capture the google earth image or turn OFF terrain in google earth and the mesh will be flattened to zero elevation.
