What is it for? All I can tell is it is for either the end of the world or people don't listen to sirens anymore, so they get them to poop their pants and finally listen to the alarm.

Alternate Wail was used for Major Emergencies like evacuations, sometimes even Nuclear Power plants used that signal to warn of pending danger, there are some places that use the signal for severe weather such as hurricanes or natural phenomenon like tidal waves or tsunamis. Detroit uses it for tornado warnings.
