Here is an example of how corruption works. A trader imports or procures goods legitimately and increases inventory. Lets say the trader procures each item for 1000 rupees. The trader now sells the goods for cash without bill and without reducing the inventory to a wholeseller for small margin, lets say the good is sold in cash for 1200 each. Remember, the bill was not issued earlier? Now a government contractor comes in and buys only invoice from the trader for goods at 800 rupees per item and makes cheque or digital transaction (the concept of lower bidder wins according to our laws so the trader is at advantage). Only now the trader decreases the inventory. No good in reality is delivered by the trader to the government contractor, but only invoice. Then the trader gives 400 rupees cash to the government contractor for cooperation. In the end, the trader sold same goods of 1000 rupees for 1200 cash + 800 / legitimate digital payment - 400 commission to government trader. So the trader earned 600 rupees. And government contractor earned 400 by issuing fake "legitimated" invoice to the government from tax payers money. Next, the government contractor will submit the invoice without any product to the government and get the payment of 800. So the contractor earned total 800 + 400, total 1200. Then the contractor would pay off due commissions to everyone involved including government officials and lobby groups.
