Another great video, but a quick question though. Is there anything other than Wardlow to paint a more concrete way to differentiate avoidance and evading? A lot of people don't like being followed by cops and will attempt to avoid them by pulling into a gas station, make several turns to try to lose them, or simply pull over and wait for the cop to pass. If while the avoidance is happening, the cop pursues them in order to get a pre-text stop, or to play a hunch, and absent PC, then is it evading? Hope this question isn't too convoluted.
