I would say yes because with any type of baiting you still have to be downwind if you want an animal that would otherwise detect you and not come in. A big mature animal like a deer or a bear is smart enough to know the scent and sounds of a man

I would argue that it's not fair chase when you're feet from the bear as it's walking around bait. I've seen this before where a hunter is mere feet and shoots the bear. That's not chase. That's far from fair chase.

Thanks for watching. It looks like you have your own personal definition of Fair Chase and chase that involves the animal not being close to you. This seems a bit more like a personal ethic to us. But it's super cool that your hunting is guided by your personal principles and definitions.
