Hard to be sure if that tarpon was revived enough to swim away strongly. It did look played out and it did roll away rather than swim away strongly. I'd bet if a shark was nearby he would of attacked the tarpon. It can be hard to revive a big played out fish. I think the guy could of held it upright longer so the fish would of swam out from his hands rather then drift back.
