no. Its miku hatsune from vocaloid- vocaloid is a legit japanese anime band and is very popular. You've probably seen miku many places because shes quite famous. :)

Medi Ryuu Vocaloid is not a band, it is a singing synthesizer program, a program used to essentially replace an actual singer. It is made by Yamaha, and has multiple releases, the most recent being Vocaloid 3. Hatsune Miku was essentially the "face" of the first Vocaloid, and is therefore the most famous.
