Carl Sagan was not skeptic, but dogmatic, and there's a huge difference between those 2 positions. Sagan's "extraordinary claim requires extraordinary evidence" is obviously false. Any claim in reality, needs pretty ordinary evidence. For example, if a man walked into a hospital, stating he was abducted by technologicaly superior aliens that implanted a heart shaped object into his brain without actually cutting his skin or opening his skull, it would be sufficient to perform a simple medical examination to determine if a person was actually telling the truth. At least, in a positive case where a person is definitelly telling the truth about having an heart shaped implant in his brain, it would be plausible to conclude there was a non human intelligence behind the operation. That's a definitelly very ordinary evidence, and at best an ordinary evidence with some extraordinary content.
