It's not, there's ample room between the rope and the actor's neck (so that he can sing, first and foremost, but also probably to enable him to get out of it quickly in case he, like, tripped & fell or something) and the noose (I presume) doesn't actually work, so it wouldn't tighten up even if you pulled on it really hard. It's just a prop after all :)
