you have to place those in the startparameter. open your steam>games>right click on counter strike>settings>and there should be start parameters

if u want to use his config then copy that conifg (suppose its name is heaton.cfg) then copy that file inside cstrike directory rename it to config.cfg (remember there is already config.cfg exists in cstrike folder so u either have to delete it or replace it) or open the game type "exec heaton.cfg"
