I have found that some of these ATX power supply's need a load to pull up the V+. The small power supply testers, of which I also have one of those, have a power resistor internal to the tester. There are KZbin videos where people make bench power supply's out of these old PC ATX supply's, and they usually place a load (power resistor) of around 500 ma to 1 amp. Some of the older ATX power supply's won't even turn on unless there is a small load applied.
