A forgotten factor for early warning systems seems to be the legislation of countries, as Franz Jedlicka explains in his recent podcast episode and an article on LinkedIn. The EU has also become a successful peace project because nearly all member states have a legal ban on ALL forms of violence (which is not the case in most of the other countries in the world).
