You just need to wipe the encoder strip, with a clean soft cloth. Not the slide bar as that should be lubricated. Wiping the lubrication off the slide bar will cause the print housing not to slide and that's why you get flashing lights.

Maybe printhead is not working remove printhead cable and clean it using Ipa thinner. But first check othee vides how to remove Epson l1800 printhead
