The soldier's character is a very common character that is used in various TV shows... the one who follows order, knows about the dark secrets but can't do anything because of the fear of losing everything.. You have to accept some things about life that a lot of people can still ignore or be oblivious to, at least until they are older. Therapy doesn't healp that much and frankly sending people to therapy doesn't magically erase the harm that many people impose on others throughout their childhood. Preventing and locking pervers and abusers away is more efficient for society.

In the next scenes is Cragen showing pictures of different victims to the Morris Commission and describing what happened including a victim who didn't make it. He then asks them if there's anyone there who doesn't share Elliot's anger for the perps then let's it be known that he's a good cop and that as his commanding officer he stands with him and every other good cop who has to face those horrors day after day but are able hold together their impulses. He then concludes with if they can look at the pictures and not understand that, the problem isn't Elliot Stabler, is it? It then cuts to Elliot getting a call from Cragen and he gives him the news that he's been cleared. It ends with Fin's 1st appearance
