For decades Turkey wanted to get closer to the EU and they were pretty much laughed at and given the finger, I remember in late 90s/early 00s the hopes Turks had but Erdogan understood EU will never allow them in EU (it was obvious) and became closer to his neighbours instead and became neutral towards countries half way across the world.
