Is that a Statistical Question?

I have a question about “Is Mighty Mouse faster…” Is the speed of people can be measured as a single number and thus we know if A is faster than B, what’s the point of the Olympics? Surely the speed of someone is variable (eg may change as they get older, may depend on their mood, the weather, their recent training, what they had for breakfast, etc.) So why is this not a statistical question?
