Probably licensing. I’m sure Sakurai would love to have every track from every game in there, but getting the rights to use every track would be an absolute nightmare. Maybe he could have gotten this for the Japanese version, but Smash Bros is a worldwide phenomenon so for the sake of everyone getting the same experience it’s better to leave it out.
