Regular WBA belt was put out there so they can find a way to let a unified champion of several belts become a super champion. While the super champion figures out what belt will force their mandatory - the WBA decided to toss out a regular belt for 2 top contenders in their own rankings to fight for it. The winner becomes the mandatory for the WBA Super Champion. I believe this is what happened for the Errol Spence Vs Ugas fight. By the Way, Muhammad Ali held the WBA belt many moons ago.
