ASCII (pronounced ass-key) is a standardized code to convert characters (all the keys on your keyboard) to numbers which the computer can recognize. It's not a WWII file. You can save Maya files in binary, but if you save them in ASCII then you can view them in an editor and even fix them in case anything got corrupted, although I never had to. I still recomment saving Maya files in ASCII, unless you want to prevent people from opening them, for example in case you have a password protection. In any case, you should know what ASCII is as it's a basic computer term just like CPU or RAM.
