I too was unable to find a location for this one, even researching Chinese posts and Chinese search engines.

Found information that CNR 16 broadcasts on urban radio stations in a number of provinces, including Xinjiang. It seems to be a transmitter in Hami, as I can find the city roughly from parallel known frequencies. Distant city, 2630 kilometers
