There are other lands to build on. Many countries have those same rules. Just think if you owned agricultural lands and nomads started setting up home base on them. Not all of them have toilets. If it is zoned only for agriculture then you cannot build solid structures on it. Just like any other place that is zoned for the same thing. It’s the nomads fault for building solid structures. Stay in a tent if that is the life you want. 😊
