It has nothing to do with law. There are old laws that protect the property rights of the Nomads, but they are ignored. Research why the Iranian government destroys their homes and confiscates their land. They try to justify it with saying they didn’t have permits and/or their building are inferior. This is not a new problem in Iran.

Конечно это с одной стороны кощунство, ломать дома не предоставив жилье в безопасном месте. А вообще то в горах строительство домов опасно, ведь может быть землетресение, обвал. Кочевники должны понимать. А Халилу же предлагали переехать в город, он говорил, что денег нет. Так пусть бы пошел работать, снял бы жилье в городе или не обязательно в городе, можно снять дешевле жилье в поселке. Ну и в конце концов, у него есть машина - подрабатывал как таксист. Лентяй, надеется на процент с ютуба за ролики.

Build a waterproof tent home. It might not be classed as a building and you might not need permits. Join tents together. Put one up for bathroom… back to digging holes. Move near water if you have to. There are cheap options. You could even make a home in a cave.
