Hey Bob! Italy has a tax treaty with most countries, so you won’t get double taxed. We found that our overall hit for expenses is much lower living here in Italy. While the top-tier tax rate is a few points higher than say, the United States, you don’t have to pay for health insurance once you’re paying taxes here, and the cost for pretty much everything including housing is so much lower. Property taxes are almost nonexistent. If you consider the healthcare cost United States to be a tax which I do, you’ll find that it’s much lower taxes here overall. Property tax in Texas was about 10% of our yearly income. That’s outlandish. I’m not a tax attorney or accountant, so always get professional advice because everybody situation is different and I’m just a guy on KZbin! 🤓

Hi Brad, We plan on snowbirding from Maine to Italy (spending the colder half of the year in the warmer climate). It would really help us if you could explain this to me. The consulate in Boston wants us to secure a one-year lease in Italy during the application process. What happens if we're not aporoved and can only stay three months? We'd hate to waste thousands of euros on a rental we can't fully use. By the way, we never miss your tours and we've binged your previous ones. They're enjoyable because they're coherent, informative, and geared to a serious audience. Thank you for all the tours, tips, and relevant insights.

First thanks for watching. It means a lot and I appreciate the emails and comments I get to let me know that it is helpful. I understand the issue. Same with the 12 months of health insurance. I I would find a place that be willing to write you up a simple lease for a property with the understanding that it’s not enforceable unless you get the visa. It mostly might be out a small deposit on the property. I’m sure you could find someone that you could give a €500 deposit to that they get to keep if you don’t end up in forcing it. That’s a fair amount of money here. That being said, if you meet the criteria which is about 40,000 a year in passive income, no criminal record, and the rest of the small list of requirements. I don’t see any reason why you wouldn’t be issued the visa. Italy is actively looking for a new tax base. Since you’re thinking of snowboarding here, have you thought about finding additional places you might want to spend a few weeks here and there while you’re staying in Italy? Basically any non-EU country or you could pop like Morocco or Dubai or the UK and enjoy yourself a little bit. If you could trouble for five weeks plus the time to be allowed to stay here you could pass at least 4 to 5 months out of the US without violating your 90 day rule. Just something to think about.

Brad, thank you for this very informative video! I'm retired and planning to make the move from the US in 2025! I've been learning Italian for over a year now. Question: What is the income tax situation if I'm planning to live in Rome (not a small town in the south with the 7% tax deal). I have a pension, social security, and two rental properties. Gross about 100K. Are you familiar with the IVIE Wealth Tax? Based on online sites, it looks like my income tax in Italy will be 1/2 of my income! Can that be true? Grazie mille! Juan

So in a nutshell: Property tax here, on a yearly basis is virtually nonexistent. Everything is taxed on the cadastral value, which is generally only a small fraction of the current market value. On top of that it’s usually less than 1% as a tax rate. So for example, we have a luxury two bedroom two bath apartment in a top position in the property taxes $520 a year. If you’re referring to income tax, rental income, here is tax at either a flat, 21% of your gross proceeds, or a progressive tax scale like we might have in the United States, which has a top rate of 43%. On the latter, you’re allowed to deduct all your expenses. But keep in mind that since you’re American, you probably will not be getting loans on your properties here in Italy, and will therefore be paying cash for everything. That means you won’t have a lot of interest expense to Deduct. I went the flat tax route for simplicity. If you’re referring to capital gains, tax, in Italy, if you hold any assets more than 60 months, you pay no capital gains on profit when you sell. I’m not a tax accountant, and to the best of my knowledge this information is current and correct. But everyone should always double check what the guy on KZbin is telling them…! 😬

thank you for your videos. You make this process seem manageable. The odd thing I can't get my head around is that BEFORE you apply you have to have arranged for an address you will be living in for a year. So before my application is processed and accepted I need to sign a residential lease for a year (or buy a property)? That seems very odd to me. Almost like you have to extend yourself before you actually know if they will give you the visa. Perhaps it is a formality since the assumption is everyone who applies meets all the 9:19 requirements but it is still odd

Try to find a situation that you can extract yourself from if needed. You’ll also need to sign up for a years worth of health insurance before hand and send that on with the application. About $150-250/mo. Don’t forget your airline ticket needs to be booked and you need to send in proof it is paid with your application.

Very useful info brad. I have been accessing the italian consulate's websites here in LA , trying to educate myself as well about the process. Regarding proof of passive income, etc, do you happen to know how they manage income for couples that file a join income-tax return where only one spouse will be applying for the elective visa since it will show the income of two people? In our case it shows passive income for our rental properties, plus my husbands job with delta airlines. But he wont be coming at the beginning, and he really doesnt have to apply for a visa since he is a member of the european union. Also just wanted to mention that the website that it appears in your video while you are talking about the process it takes you to a company that sells washing machines. Is this one of your sponsors?

Not an expert but I would just file yours as you for the visa. They wouldn’t divided it in half, a spouse is only €6000 in income needed for both anyway (like €38.000 per year for both, €32.000 for one, more or less).

Hi Brad, Great video (as always), any chance for follow up video to what counts as passive income: your words that Italian generated (AirBnb? ) income was also included in passive income calculation. I was under impression that all passive income should come form "out of Italy".

No. You can make passive income from rentals here. You could also have your dividend stocks and bonds in an Italian bank for example and that would count as passive income… Ironically, I’m planning to do another video shortly on the same subject, but I’m gonna go through exactly what I put in my packet. I think everyone thinks it’s such a mysterious and magical thing that Hass to be done and basically it’s just finding all the documents to show what you have and where it’s at And some other small items like security clearances, background, checks, mirror certificates, etc. I finally got my computer turned on over here to head all of my table of contents and stuff in it so I can go over that with everybody in a single video. Should be out relatively soon.

Love the info., though I don’t know that you can always go back “home”. For me the move would require selling a home that I could never afford to re-buy, and paying to move 20 animals (I do rescue) at $500-$1,000. Ea.. also, there’s my age and low likelihood I would be employed again. These things make it nearly impossible to move back.

You can come and go as you please with the visa. But he gets very complicated with taxation, etc. You’re better to wait until you want to be here full-time before you try setting it up. But it’s normally a multiple entry visa which means you can come and go whenever you want.

Hasn’t yet. That’s coming after this year. I think our overall tax bill will be lower here if you consider things like US (Texas) property tax rates of 2.6% a year and the tax that is health care ins in US. We should be well ahead going forward as both of those items basically disappear here in Italy. Time will tell!

We were in the Houston area consulate. It covers the five states like Texas and Arkansas, etc. it says right on their website that they don’t do in person packets. They only except them by mail. I would do trackable FedEx or something.

Hey Judy! Usually most countries have a tax treaty with the other that means there is no double taxation, but honestly I’m not an expert on these things and you should at a minimum google it, or ask your account etc. I would hate to give tax info that turns out to be incorrect. 😎 You’ll find all the info you need and you can make this change happen. You can also just fly back and forth twice a year and not worry about the tax implications by not declaring residency here. 180 days here is a lot! Think about the seasons at home and when is best to come! Good luck! -Brad

I presume that this advice is for those with only USA (or Canadian, etc) citizenship who want to move to an EU country? My wife and I both have dual citizenship USA/EU but neither EU citizenship is Italian (mine: Republic of Ireland, hers: Spain). Does this save us from any of the steps in your video, or is it the same for non-Italian EU citizens (but not residents) moving to Italy?

As EU citizens, you do not require a visa. It is one of the many benefits of freedom of movement between EU nations, which - incredibly - the UK sacrificed with Brexit. The only requirement will be to register with local authorities and enrol for health insurance, among other formalities.

I think it is €36000/yr. But it’s kind of arbitrary now, different consulates are asking for different amounts. And sometimes even though they’re not supposed to they ask for that for both people in a married couple. It shouldn’t be, but it can be depending on the consulate.

Going to be tough. I started a company (SRL) to buy a car as non-EU person. That was easy. They changed the law here so you have to take the driving test in Italian. My Italian is getting pretty good but even my Italian friends say the rest is hard. I’ll through myself on the mercy of the traffic cop. Luckily I never get pulled over.
