If you haven’t watched the entirety of videos where her attorney cross examines the Chief, you have too. There’s so much more at play with how the Chief terminated her position and why and it leaves the Chief and therefore the public he serves, vulnerable to all future crime and criminal proceedings due to Constitutional Laws too. The fact the city wants to still retain him is pretty wild in my opinion. The city watcher FB group is to make the public aware of city government and its decisions and possible underhanded decisions. Because the Chief, without any substantial proof, believes Ms Escrow to be part of the group or leading it, he’s biased and unable to remain separated from whatever the groups agenda is. If he was a Chief with time, education and experience under his belt he wouldn’t have made the many poor choices he did which led to him interrogating her and would’ve avoided all of this all together but he doesn’t and this video of their interaction proves as much. If this one thing was an isolated incident I’d probably opine that the Chief needs some continued education and training for conflict and resolution and more but there seems to be a collective of mistakes or things that he is associated with or leads that reflect whether he should continue to be the leader of a city police department. Would training help reduce it from reoccurring, who knows but basic common sense should’ve stepped up in his mind as he committed all of this that he was cashing checks before they were dropped in to his checking account. You cannot enter in to human resource issues and investigate wrongdoings where you’re the primary target and run the show. Police are governed by specific standards and policies and he didn’t even follow any of them. He had so many resources to handle this matter and what did he do? Used his position, authority and emotions to take charge and he should’ve been excluded from all of it. A real police chief in his position would’ve taken the proper channels for all of this and I’m not even sure any Police Chief would’ve dove in to such murky waters.

Actually he terminated her after the interrogation was over with. He told her to return to her duties. She then decided to leave the office. When confronted about leaving, she told the chief that she was leaving and he'd hear from her attorney. That's when he immediately terminated her. Though it seems apparent from the interrogation video and the subsequent public hearing that was held by the city council, that this chief was intending to fire her over personal reasons.
He did that in his capacity as near employer and her capacity as his employee. So, to an official LEO action. But yeah, not a good look to be armed and to conduct the (perfunctory!) interview in private. He should have had either the HR Rep or the City Attorney attend.

IKR It was a train wreck with a positive outcome. Half the committee were sucking their thumbs as they spoke. Couldn’t wait to flag her file before her job was even reinstated. She was still being judged harshly by leaving early to speak to her attorney. PC should have given her the rest of the day off with pay after his interrogation and while investigation was ongoing. I would have left too under these circumstances -but- i would have probably said I need to leave because I’m too upset to work. You do what you gotta do…

The youngest member (lady just left of center) sounded the most qualified to be on the board. I don't think this is over. The cop is off balance and needs to be relieved of his weapons for a bit. I bet the lady that was questioned could run for mayor or governor and win with a land slide. She is cool under pressure and sliced him up like a Samari. As a retired chief, the council obviously did not take into consideration some basic requirements or education and experience for a chief. He should have had at least a bachelors degree in some management aspect, as well as supervisory experience and at a minimum executive leadership training (FBI Academy, Northwestern Staff/Command, WI Public Management). He would have at least known how to properly handle personnel issues correctly. After that disastrous interrogation, he should have told her to take the rest of the day off. She can’t possibly do her job effectively after that.

.....and government work is a total different animal than private sector. A department head should have some basic understanding of the steps it takes to terminate a government employee. There are very, very few instances for on the spot termination. Chief should have been on the phone with HR and maybe city attorney before he ever approached her. Chief made a very bad choice.

I was thinking the same thing. The last thing a police department needs is an officer (let alone a chief) who allows his personal feelings/emotions to drive his decisions. There was no substantial evidence that this young woman did anything wrong. Simply put, he saw himself as the victim, and used his position to both act as both the investigator & the judgment.

The People of Amery are going to regret hiring Chief Heinzl. He showed everyone who he is and gave us all a glimpse into the future. We should now understand why our government is staffed as it is. If you have "at will" employees, you should NEVER give cause for termination unless you want to be sued. In contrast, it at least gives those fired some recourse.

The police chief should have never had a discussion with an employee without considering input from HR. Usually government agencies abide by the Weingarten Rule. Whenever a manager or supervisor questions an employee which could possibly lead to any adverse actions, disciplinary or termination, the employee should be allowed to have representation. As a government employee, a supervisor should opt to have a representative present to avoid any misunderstandings especially since the only recording was the chief's body camera. If this is an At-Will state, the chief has to abide by any rules found in Employee Handbook which most government agencies have to ensure appropriate policies and procedures are followed. Thus the importance of an employee representative and the Human Resources Department's participation avoiding any emotional involvement in influencing managerial decisions involving employees resulting in possible litigation.

It is very interesting that the council member, Mike Manor comments that it was unprofessional of Ms. Eskro to leave early yet mentions nothing about the unprofessionalism of the police chief in the way he handled the investigation - which came across less as an unbiased workplace investigation and more like a hostile and confrontational interrogation with a forgone conclusion. The chief should not have been the one doing an investigation - he made assumptions without actual proof and was trying to bully her into making admissions he had no right to - this isn't supposed to be a criminal interrogation. If the proof would have been more concrete and the investigation handled in a different way - I can see there potentially being a reason for termination (or at the very least some kind of acknowledgement in her file) based on employment policies that it appears were already in place -- but the proof was lacking here.

When someone's civil rights are violated, they tend to feel unsafe and may retreat. Eskro actually de-escalated a very illegal situation and acted with more professionalism than this Council can even comprehend.

He confronted her about providing public info which is deplorable. Also if he lied on his application I believe that he should be terminated anyways because that would happen at any other job regardless of what that position was and the fact that she spoke to other people their words have no bearing on her actions so him making a private attack a personal attack I should say against somebody for them exercising their civil rights is quite disgusting period I think that city needs to get another police chief before they get sued for insane amounts of money and if hes willing to Try to attack somebody's civil rights the way he did then what's gonna stop him from doing that with anybody else that he feels stands in opposition to his opinions

@@wesleyriley750 He didn't lie on his application, he was originally a Milwaukee cop I believe. He joined this department as a police officer. After the former chief left, he was first named interim chief. While still interim chief, he was supposed to start classes to fulfill the requirements of the position. Then the council approved him as the chief, before even starting the clases. That is one of the issues she was accused of publicly disclosing, by him. Bottom line, the guy needs to step down immediately and his buddy the head of the city council needs replacing.

This whole reinstatement process was started due to her decision to appeal her wrongful termination. So they weren’t really assuming. Given her previous ethics complaint on the hiring of this “Chief” and her actions so far, it seems she is trying to actually affect change in that city and more specifically department. I truly hope she is able to do just that. Seems like a smart, brave woman. It also seems very likely, from everything that her attorney said and the course of events, that a lawsuit is still coming. They just had to see this through first. I may be wrong though!

In a small town I lived in many years ago it was the Mayor’s job to appoint the police chief. Many city council members did not agree with his appointment of a certain chief. Funny thing is, the council members’ judgement was warranted. This chief ended up costing the city a lot of money. He sexually harassed female officers and was inappropriate with females who had been arrested. There were rumors that it went beyond being inappropriate. He was DUI in the chiefs’ car on several occasions, but subordinate officers would not stop him drinking and driving.

Seeing this police chief's "interrogation video" of Ms. Eskro, I think you should part ways with him right after you restore her to her position. He made a mountain out of a molehill and used his position of authority to intimidate her. He accused her of disseminating information that was clearly public information as if she'd broken some law. She knew he was going to fire her and that's why she left. A minute later, he proved his intention when he had all the paperwork ready to go to terminate her. This Heinzl is trouble with a capital T. You really should put out the call for a more qualified, experienced person to act as Chief of the Police.

Around 17 min mark: several ladies are adamant that in the event that the firing is reversed, there needs to be some punitive notation added to her employment file - despite the fact that Ms. Eskro’s utterance was only that she was ‘leaving’…not ‘quitting’ …and she didn’t actually leave from her work area until after being fired (!)…mere seconds after she stepped out of the locked interrogation room(!) after enduring the absurd questioning by the buffoon Chief - is ridiculous. The only question should be: if we do reverse her wrongful termination what then do we do to discipline our Chief for his action(s)!
