That town was known for that because "everyone" and I mean everyone had a lowrider from the 70's all the way to the late 90's. When I was growing up in the early 90's me and my homies would Cruz and it seemed like the whole Varrio was out cruising. Definately good times.

Lowriding started from Los Angeles to San Diego and Tijuana and that's where the cleanest rides are at. Southern Califas is the Lowrider capital, anyone who says different doesn't know the history or is just lying to themselves. The first hydraulics were done in L.A., Whittier Blvd or Crenshaw has more lowrider on the weekend than the whole population of Espanola. Chicano Park in San Diego is historical. I'll leave it at that.
