In Estonia all new dual carriageways are equipped with variable electronic speed limit signs so there isn't a blanket 90km/h limit during winter anymore (except on Tallinn-Narva highway that still has old regular signs). If the road is dry then you may see 110 km/h even during winter months. However, during bad weather the limit can also be lower than 90 km/h.

I get the feeling Estonian countryside is not that much different than Latvian or Lithuanian, just more sparsely populated, esp. compared to Lithuania.

Yes you are right. Estonia is emptier but the nature looks very similar.
