How does the return current flow if the reference plane under the signal is a power plane not gnd plane?

Return path of current which shown in the video, there is no actual capacitor present, it is the parasitic capacitance and if the power plane is continuous underneath the transmission line then impedance discontinuity will not happen and signal will travel without loss.
