As the portugese caliphate, you have the potential to get some of the best construction cost discounts in the game. Portugal has -15% inherently, and the caliphate can get you another -15%. Then you can find another -15% from aristo/expansion (which are already good groups as portugal), -10% from infra, -5% from renaissance. That's already -60%, there is even more to gather but it's a bit out of the way: 10% from court/divine (which you can take with that govt reform), a possible -10% (depending on influence/loyalty of your burghers) from the Burghers Financial Demand privilige, another -10% from ruler personalities, and a -5% from a parliament issue. (You could also form persia and keep portugese ideas, this lets you have the Persian government which allows you to click the -15% button, without locking you into a muslim religion. This then lets you play as catholic/orthodox/hindu, all of which have their own -10% construction cost. If you want to be real funny about it, you form Rajputana before Persia, that makes you Indian tech. After that, you form Persia for the govt form, you flip hindu, this gets you the Jains estate, which have their own -10% construction discount, and hindu has the deity which gets you -10%. This lets you be at -100% construction cost without relying on ruler personalities or parliament issues.)
