One of the two things I know Flanders for (at least historical flanders) is its domination of the cloth industry and its wealth from trade. So as Flanders, have the highest Trade Income out of all nations you see, and make at least 100 ducats from trade. Alternatively, own all French (Francien) and Dutch provinces, basically make Belgium a few centuries early

I haven't tried this myself but I think if you ally someone supporting the independence of your subject and then dissolve the alliance, they should stop supporting independence because they can't do it if they have a truce with you.
