Penalizing governing capacity is going to benefit colonizing powers a lot more than land based ones, as the former get a large deal of their manpower/economy from colonial nations that don't cost governing capacity. That being said, I'm surprised the colonial nations didn't get gobbled up by native federations.

Oh yeah but colonial nations would theoretically deal with disloyal subjects because they get full annexed basically each war they lose. I suppose I didn’t think it through but mostly I just had Ming and Otto in mind when I made it

Here's a suggestion: You make a single one province minor with any ideas, government structure, religion, etc, you want(no free city). And your goal is to have that OPM survive to the end of the game, but you can't play as any nation. You have to play in observer mode, and every five years you can give 3 nations any bonus you want. The OPM doesn't have to _stay_ an OPM, they just have to survive to the 1-1-1821 date.

@@Chewbert There is a mod called Dynamic Random Lucky Nations that kinda did that, essentially truly randomizing lucky nations and making them more powerful if the country in question is particularly small. Tiny countries can get some absolutely ridiculous buffs.

It's like Hearts of Iron 4 occupation system when a army can occupy provinces by simply moving INTO the province. It's a great change considering how different Wars are conducted in WW2 compare other time periods.

This reminds me of the collapse of the Roman Empire feature in the Extended Timeline mod. A long while ago, I basically conquered all of Europe and both halves of the Roman Empire as Francia by abusing the feature to seize Roman land you occupied. Mostly because it allowed you to do so with anybody so long as you were at war with the WRE.

Honestly you should check out Anbennar mod. It’s the only reason I keep playing the game. The MTs are much richer, the map is better, the nations are more differentiated, and the tactical setups are more thought out. I’d love to see one of these setups on that map.

I think this could actually be an interesting "gamemode", with a bit more fine tuning. I don't know if it's possible to do but a. giving back cores instead of annexing the province if a war ally has a core on something b. making it so you can only annex provinces you could take in a peace deal i.e. you could core if given the chance these two changes could make for an interesting, unique gameplay.
