The problem with the Serbian Despotate reform is that it can only be used by tags that have had that reform. So it's only a bug if they forget it there unintentionally. (found in the game's reform files) P.S. After some testing in-game, you can only access it if you start with Serbia, even after any tag switches.

was just about to say this after having taken a look at it myself. The "potential" requirements (the conditions that need to be fulfilled to be able to even see it) require you to either have had it or to currently have it... Looks to me like loose ends they forgot to modify back when they started adding all these new government reforms and weren't sure if they should make them country specific or not. I'm curious if you were to tamper with the start date a bunch if it would be possible to start with Serbia not having had that reform before thus not being able to see it at the start...

The Serbian reform is most likely intentional. Its not locked behind DLC, its free content. And coded in way that only Serbia can have it as it requires itself. Edit: Most if not all Gov Ref that are part of free update are Tag specific and can only be recreated with custom nation.

So, according to the code, you can only qualify to have the Serbian Despotate reform if you a) have the Serbian Despotate Reform selected or b) have had it in the past but switched out of it, meaning that if you want to play as a Serbian Despotate, you have to start as Serbia (or a custom nation of Serbian culture with Serbian Despotate selected as your government type ig). To actually select the Reform, you need to be Serbian Primary Culture like the tooltip says. So if you start as Serbia, become a Republic, culture switch to Venetian, and then become a Monarchy again, it will be visible as a Tier 1 Reform but greyed out because you're not of Serbian Primary Culture anymore. If you switch back to Serbian you will be able to select it again. I don't know for sure what happens if you change cultures while you still have it selected (and am too lazy to test it), but it probably stays. Other Government Reforms available in 1444 that have the same hidden requirements of a) have * Government Reform * or b) have had * Government Reform * in the past, meaning you _have_ to start as a tag that has them are: - Serbian Despotate (you have to be Serbian Primary Culture) - English Monarchy (although I believe they will be changing this in the next patch (1.35.2 or later): forming England via decision will also give you the English Monarchy _if your Tier 1 Government Reform is not a locked one_ ) - Byzantine Autocracy (forming Byzantium will NOT give you this Reform, but it will give you Byzantine Missions, which you can use to get the other Byzantine Government Reform) - Margraviate (you also have to be part of the HRE) so, luckily, not many

Good to know, I tend to culture shift for mission trees and pernament modifiers though :D For example, I did start as Wolgast, got all the lands from permanent claims and 10% cav combat DIDN'T form Pomerania, culture shifted to Lower Saxon, formed Hannover, PUd England, the plan was to then switch to Saxon to form Prussia but stopped playing :'D

The Serbian reforms seems to be intended only for starting as Serbia, for you need to have had it before, to acquire it... That's why a released Serbian tag can get it, but u cant by culture shift

Shame that there's an inconsistency with Serbian gov reform, but I suppose it makes sense historically since it's specifically about being a successor-state, so perhaps it's on purpose and it's the requirements UI that's bugged.

Playing Serbia on VH and the -10% of province warscore cost adds up nicely with -20% from diplo and -25% from age of reformation bonus and -5% from Malta. Chunking all not orthodox enemies real hard even before absolutism and admin efficiency.

Bulgaria is actually a formable nation 4, they are just under the radar because no nation starts with bulgarian as primary culture, and there is close to no reason to form bulgaria in most cases

I was also confused, when I switched to byz from Hungary and didn't get byz 1 tier reform. But greek culture give you unique naval doctrinem but ofcourse I lost my black army reforms

Albania going all in with defensive, expand fortification (privilege), and other reforms . Before cannon spam it takes forever for anyone to take your forts. There's a hidden African gem called mossi that uses tribal allegiance mechanics. It has some decisions that is very very broken. For example if you start with all.muscovite culture provinces. That one click gives you like 50k manpower.

@@Wasthere73 Also, the Byzantine Parliament only requires up to 8 parliament seats max, so if you map paint a super wide empire you don't end up having to deal with a 100 MP seats. That means cheap parliament reforms

You should still stay as Empire. I joined the HRE as Byz before and I stayed an Empire despite being a prince of the HRE.

I had a look at the code for the Serbian Despotate, and found the root cause for its non-availability pretty easily: potential = { OR = { has_reform = serbian_despotate_reform have_had_reform = serbian_despotate_reform } } What this means is the reform is only available to you if you ever had it in the past. In the history files Serbia is programmed to start with this reform, which is why they have access to it, but it's the only tag that ever had the reform, so it's the only tag that will ever have it. The new Byzantine Autocracy has a similar restriction, meaning forming Byzantium doesn't grant you it, and because you don't have it, you can't get the reformed version in the Byzantine mission tree.
