I have a theory! There are kinds of mini trains where you pedal to make it move forward. This happens especially on abandoned tracks because on non-abandoned tracks it's a bit dangerous :) And since the track is surely abandoned my theory is that the people who make this type of "mini train" arrive and press the button and the lights of the cars turn red to let them pass.

In Praha, this is common for tram, even they have push button to stop pedestrian
