I actually didn't think Elliot was an issue until he blew the coke in the bathroom in episode 4. up until that point, his character just didn't seem to have the depth to dig much into it, but that action and then him admitting to Jules that he and rue aren't clean shows how manipulative his character is, whether it's intentional or not. He, Jules and Rue literally could not be worse friends for one another. bro has more control over substances than rue and he uses this against her by outing her to Jules only once it became convenient for him to benefit something, he jokingly teases at Jules' insecurities then follows it up with flirting because he knows she desperately wants to feel wanted, and he was the one who suggested stealing liquor then told rue she shouldn't be drinking, enabling her then making it entirely her fault when both he and Jules surrounded a (supposedly recovering (to Jules)) addict with substances. Jules stupid af for trusting rue for being clean so easily, an asshole for cheating and enabling Rue, and as for Rue. bestie, no. the whole trio really bring out the worst in one another.

People is too harsh on Jules. She should not be held responsible for Rue's relapse. Because Rue should not be dependant on Jules to stay clean. What happen between Jules and Elliot was clearly unexpected. They are teens. Teens are kinda of sexually sensitive because they are developping, and this is specially true of Queer teens. The sexual chemistry between Elliot and Jules just emerged and they were not able to held it back. And also Jules is clearly not yet resolve her issues with men. But to be honest, if Jules has to be with a junkie, I hope she end ups with Elliot who at least is a functional Junkie. Rue deserves to heal from her addiction and have a good relationship with someone someday. But not now.
