How to evaluate Dissemination, Exploitation and Communication in Horizon Europe proposals

It is easy to wish all this to be done as desired, but the more things requested that are not research, the less time there is for research. Often the communication activities end up being effectively "tick-boxes" and they don't have any substantial impact despite how good they might look in the application. Still, they do take away time from research, thus the quality of research suffers. There's room to improve.
