Airplane is well maintained. No PCR is required. No masked is required but recommended

Yes, the airport duty free shops open at 4 am before the first international flight arrives. Even if you are transferring, there are still many duty free shops.

I've flown on both many times out of L.A. and SFO. Normally China Airlines is cheaper than EVA by at least $150-200 RT. Service is great on both, the meals are better on EVA. Otherwise you're not sacrificing much. China Airlines has caught up service-wise considerably the last few years.
