For number 40 he’s not necessarily quirkless, he still has embers of one for all left, whether that means they will last a long time or they will rekindle again hasn’t been revealed. There was some bandage guy crying who seems to be a villain revealed in chapter 425. From my understanding one for all should have die out after the battle against all for one. But for some reason Horikoshi left deku with embers of one for all. Horikoshi seems to have something planned for deku? But only time will tell I guess. Personally I hope he gets the base one for all power back with out the other users quirks. Deku always said he was going to make this power his own. But like i said, only time will tell.
