Would I be able to cut the plug and hardwire it directly to a 50amp breaker?

It's possible, some have done it. But I wouldn't. I'd just get a hardwired one.

No safety certification is a shame. Can you open up the charger to see how it looks inside?

Yeah I wish it had one. I typically don't take them apart because eventually I give away a lot of stuff
