So…can this seat, without the wheels, plug into a separate stroller? Like an evenflo pivot or something else.

Do you know if you can remove the last layer of padding? I couldn’t remove it because of the canopy

Can you take the car seat off first and then take the wheels off of the base?

No, the wheels are stuck to the base when the car seat is removed.

Can you take the infant insert out? My seven month old is getting a little snug in the car seat at 17 lbs but when I went to remove it, there wasn't anything to take out..

You can, just not the part that covers the head adjustment.

Can i remove the wheels and just hold them in my hands rather than storing them on the bottom of the car seat?

The only way to remove them is by connect the full system to the base.
