The relatively few people on the street is easily explained. There's a *long* underground pedestrian passage from Sapporo Station in the north going to the Susukino (すすきの) entertainment district about 8 or 10 blocks south. Most Sapporo people in that area use the underground passage to avoid the delays at the pedestrian crossings at street level. Plus the subterranean passage is heated in winter and has air-con in summer.

Watching this, I've noticed most Japanese people have a very bouncy and clunky walking behavior. I know this doesn't mean anything or really matter, just an interesting observation.
