I'm not an expert on drums, I'm more of a string player, but I've dabbled in acoustics and can say that it does dampen the sound depending on how you place the shirt and what kind of material it is, but it also can just give a different more crisp sound. it may also be to protect the snare a little, but I'm not sure. I'm just sure that it produces a slightly different and sometimes more pleasing sound.
