The big picture is what I was missing when I first started doing risk management framework and security compliance type work. Each organization sees cybersecurity differently. We need to focus on the security objectives of the organization. The security objectives are the confidentiality, integrity and availability of their most important data and protection of the PII of the employees.

The select controls selections are based on the level of high water mark, either it's low, moderate or high. Then you select hybrid control for that system categories.

No. not all require a TS or secret. All require some sort of background check. most need public trust.
