It needs to be in writing that when you get any form of ID (driver license, school ID card, passport, social security card (even though it says right on it not to be used for identification)), that an unaltered birth certificate be presented. If the subject has no unaltered birth certificate, an ID can still be issued, however a marking (very obvious) would be required, until an unaltered birth certificate can be presented. I had to present one when I was registered for school (50 years ago), got my driver license (40 years ago), joined the military (40 years ago), and got a passport (40 years ago).

If you are legitimately born outside a hospital with no identity or documentation to prove to the state that you are a citizen your first concern would be legitimizing your identity PRIOR to voting. We don’t survey 9 billion people all over the planet to make SURE none of them are citizens every time we put something to a vote. The burden of proof is on the individual as a matter of practicality.

I didn't have all that. I just had a birth certificate. I didn't get a social security card until I was about to go for my first job at 17. I never needed a passport. When my family vacationed in Canada, we just drove there, and the border people waved us through. None of us had passports.
