Just to clear things up in a brief answer since I work as an Engineer in Cybersecurity. this video has to be satire. please do not believe this, there are public servers and private servers on the internet. example: your home network is a private network. You can talk and share things directly with other people (inside your home if you allow them on your wifi) that the rest of the people who have access to the public internet cant see. Governments have private networks and servers just like how your home network has a password and is a private network that cant be accessed from the general public unless you allow them access. If you allow them access its no longer a private network. Most of the crap theyre talking about in this video can be summed up by saying "private networks that cant be reached by the general public." You need some clarification about Marianas webs, yes webs. It's basically a local network with high encryptions. Almost none of them are connecet to the web because it's a big threat to a security, but people still find way around. The difference between simple local network and Mariana web is scale. While you can set your own little mariana web it requires tech, maintenance and investment. Most popular examples of Marianas webs are special agencies networks like CIA, Mossad, etc. (I myslef belive that even Vatican has it's own mariana web because of their ginormous archives and they wouldn't hesitate to screen all these texts into one big virtual database, it's just effective and they have money for this.) Also I want to note that Mariana web need constant maintenance and check for breaches & security, it's very different from Nuclear powerplants local systems which operates only in the facility. "Deep Web" sites are sites that aren't indexed(shown) by search engines such as Google, Bing etc or simply sites that use protocols that aren't supported by common browsers such as Chrome, Firefox etc. Facebook can be considered at least partially "Deep Web" as you can't access other people's profiles from Google. Of course, you can search and find people's profiles, but you can't change their profiles picture or message their friends from another person's profile for example, in fact every single site that has a login feature can be considered a "Deep Web" site. Internet layers that divide the internet into legal and illegal spaces is just dumb. You can find bad stuff even in the so called "surface web" i.e sites indexed on Google. In my opinion, such representation of information is only misleading people instead of educating. Regardless of whether the terms are right or not. People who knows about that stuff already doesn't have the wrong picture of physical infrastructure. People who doesn't know will understand it as if those levels each physically bear a significance. Internet is just the same as a phone network, only the internet telephone (a computer) is extremely smart. Any website, or some information are just files stored on some computer. And all computers are connected like phones. And when you type an address in the browser or press a link you are sending a request, and then as a positive response you are downloading a file into the cache and your browser decoding this file and showing texts and pictures and animations and videos. That's it. Those so-called levels are just different communities, groups with different access methods and security measures. It's like you have an Olive Garden where you can get the usual stuff and you have a bar that is visited by specific people that love it there for some stuff and the vibes. Those are not in different dimensions or worlds or planet. Well sometimes a bar could be in a basement.

Just to clear things up since I work as an Engineer in Cybercecurity. this video has to be satire. please do not believe this, there are public servers and private servers on the internet. example: your home network is a private network. You can talk and share things directly with other people (inside your home if you allow them on your wifi) that the rest of the people who have access to the public internet cant see. Governments have private networks and servers just like how your home network has a password and is a private network that cant be accessed from the general public unless you allow them access. If you allow them access its no longer a private network. Most of the crap theyre talking about in this video can be summed up by saying "private networks that cant be reached by the general public." There is no Primarch anything this is utter bullcrap.

The only people who can shut down the internet have 7 keys work for ICANN. Even then, you can't shut down the internet, only most websites. Not only that, but those 7 people can't do much with those keys. Even if someone decided to steal all 7 of them and pull off a james bond heist where that person shuts down the internet, you still need a lot of approval.
